STATUS_VOLMGR_PACK_OFFLINE
Offline is a pack-level condition
A pack can be offline even when one or more physical disks are still visible to the operating system. The affected decision is whether the dynamic-disk configuration is available for management and use, which depends on the pack state and, where applicable, quorum.
Inspect state before forcing changes
Record the pack flags, online disk count, quorum result, missing or foreign members, and recent disk-arrival events. Do not assume that simply assigning a drive letter or mounting a volume will make the pack online. Determine why its configuration state is offline before an import, removal, or conversion operation.
