Configuration state is unavailable
This status specifically identifies the pack configuration as offline. It is not synonymous with a single disk being offline: the metadata view needed to manage the group is unavailable for the requested operation.
Correlate configuration state with quorum and membership
Capture pack state, quorum result, online members, disk configuration consistency, and the exact operation. Determine whether the configuration went offline after a disk loss, an incomplete update, a foreign-pack arrival, or a storage-path failure. Keep all available configuration copies unchanged until the recovery path is selected.
