This HRESULT comes from the recorder/media write-protection path. It should be distinguished from an application lacking filesystem permissions: the optical drive itself reports that the inserted medium cannot currently be written.

Inspect media write state before opening a burn job

Record the current media type and write-protect status when exposed by the format writer.
Check for media/device-specific write-protection conditions and whether the disc is already finalized or otherwise nonwritable.
Do not retry Write with the same unchanged media state.

The source stream can be perfectly readable and correctly aligned while the recorder still refuses to write protected media. Conversely, administrator elevation does not remove a device-reported media protection state. Present the condition as media/recorder state and require writable compatible media or a valid device-specific state change.
