E_IMAPI_DF2RAW_MEDIA_IS_NOT_BLANK is a raw DAO media-policy failure. Microsoft documents WriteMedia as writing a DAO-96 raw image to blank media, and the raw format specifically requires blank CD-R or CD-RW for this path.
Distinguish blank-media policy from image contents
- Read the current physical media type and blank-state checks before preparing the raw session.
- Do not confuse a zero-file or zero-track application model with physically blank optical media.
- For an existing multisession data disc, use the data/filesystem multisession workflow rather than the raw DAO writer.
Rebuilding the same raw image or shortening its stream does not make recorded media blank. Erasing is relevant only to erasable compatible media and is a separate IMAPI operation. The first diagnostic record should therefore identify the physical medium and its current blank state, not just the image filename or requested burn mode.
