IMAPI_E_IMAGEMANAGER_NO_IMAGE is a direct object-setup error. Microsoft documents that IIsoImageManager::SetPath or SetStream must be used to assign the ISO image before Validate is called.

Set exactly one intended image source before validation

The HRESULT says nothing about ISO structure because validation has no image to inspect. Retrying Validate without setting a source will fail identically. Handle source selection and source-open errors first, then use the other ImageManager HRESULTs to diagnose alignment, volume descriptors or maximum supported image size.
