STATUS_CLIP_KEYHOLDER_LICENSE_MISSING_OR_INVALID
The CLiP trust chain is missing its keyholder license
This status indicates a dependency in the CLiP license chain. The evaluated license expects a keyholder license that supplies or authorizes key material used by the platform, but that prerequisite cannot be found or validated. The leaf app license can therefore be present while the complete trust relationship is unusable.
Partial restore of licensing data, mismatched servicing state, or deployment of only one component of a license set can cause this failure. Reinstalling the application payload does not necessarily replace the missing trust object because package deployment and license provisioning are separate operations.
What to inspect
- Correlate the app license with its keyholder or parent license identifiers in diagnostic logs.
- Check whether package and license artifacts came from the same acquisition or deployment transaction.
- Repair Microsoft Store and ClipSVC servicing before requesting a fresh entitlement.
- Redeploy the complete license set instead of replacing only the leaf license.
