Each TNS filter has a length measured over spectral bands. The length must stay inside the region available for the current window and must be compatible with the scalefactor-band layout.
When this status appears, verify the selected sampling-rate index, window sequence, and max_sfb before assuming the TNS coefficients themselves are bad.

- The maximum TNS bands for the profile and sample rate.
- The window grouping chosen by the ICS header.
