Mono-layer flags are part of scalable AAC syntax, where a bitstream may describe layered audio rather than a single flat AAC-LC configuration.
If this status appears in a pipeline that expects ordinary AAC-LC, check stream labeling and object-type negotiation. The decoder may be receiving a profile it was never initialized to handle.
