The quantization parameter controls reconstruction of transform coefficients. In MPEG-4 Visual it is carried in headers or macroblock data and must be valid for the selected profile, VOP type and quantization mode.
When this appears only after network loss or container seeking, treat it as a bitstream synchronization problem first. A single shifted VLC field can turn later bits into a nonsensical quantizer.
