The fcode field defines the permitted motion-vector range and how vector residual bits are interpreted. An invalid fcode makes later motion-vector decoding ambiguous.
This is a header-level or VOP-level problem. If it appears after a random access point, confirm that the decoder has the required VOL and VOP headers, not only raw macroblock data.
