H.263 defines picture formats and macroblock-based processing. A width below the minimum usable block structure cannot be decoded by the IPP primitive.
If the stream is from a container, check whether the container dimensions and the H.263 picture header disagree.
Check these details
- The decoded picture format: sub-QCIF, QCIF, CIF, 4CIF, 16CIF or custom format.
- Container width versus bitstream width.
- Any cropping applied before calling the H.263 primitive.
