H.263 quantizer values have a constrained range. A value outside that range makes coefficient reconstruction undefined and is rejected before inverse quantization.
If the invalid value is decoded from the stream, inspect macroblock mode and dquant parsing. If it is supplied by the caller, validate encoder-control or decoder-wrapper bounds.

- Whether Annex T or other option handling changes quantizer interpretation.
- The first macroblock where the value leaves the valid range.
