Resize factors must be positive. A zero or negative factor cannot map source pixels into a valid destination sampling grid.
This is separate from the final destination size. A positive factor can still produce a clipped empty ROI, and an invalid factor should be fixed before interpolation is considered.

- Horizontal and vertical scale factors before rounding.
- Unit conversion between percentage, ratio and absolute dimensions.
- Whether a caller used reciprocal scale in the wrong direction.
