ERROR_SYNC_FOREGROUND_REFRESH_REQUIRED

The policy extension requires a synchronous foreground refresh.

ERROR_SYNC_FOREGROUND_REFRESH_REQUIRED is Win32 value 1274 (0x4FA). A Group Policy client-side extension returns it when called during an asynchronous foreground refresh but cannot safely apply its policy in that mode. The framework should invoke the extension during a synchronous foreground policy cycle.

Why synchronization can be required

Correct framework interpretation

This is not an instruction to spin or retry immediately on the same asynchronous callback. It requests a different processing mode. Wrappers must preserve the value so the Group Policy framework can schedule synchronous foreground work; converting it into a generic failure can leave policy unapplied.

Evidence to collect

Record whether processing is for user or computer policy, foreground/background mode, asynchronous flag state, extension identifier, GPO list version, network availability, and the condition that prevented asynchronous completion. Measure duration during the later synchronous pass because excessive blocking can directly affect sign-in or startup time.

Extension design guidance

Return 1274 only when ordering or completion truly requires synchronous foreground processing. Make the synchronous path deterministic and idempotent. Persist enough state to avoid requesting synchronous refresh on every cycle after successful convergence. Long network waits should have clear timeouts and diagnostics rather than indefinitely delaying logon.

Administrative diagnosis

If users repeatedly see slow “Applying policy” phases, identify the extension requesting synchronous processing and inspect its logs, network dependencies, and convergence state. Verify domain-controller and SYSVOL access, but do not disable all synchronous policy processing without understanding which settings require it.

Difference from ERROR_OVERRIDE_NOCHANGES

Error 1252 asks the framework to call an extension even when the GPO list is unchanged. Error 1274 asks for invocation in synchronous foreground mode because asynchronous foreground processing is insufficient. An extension can need either behavior for different reasons.

Example

A client-side extension must install machine configuration before a dependent service starts. During asynchronous foreground refresh it detects that the service is already racing initialization and returns 1274. The next synchronous startup policy pass applies the configuration before service startup, then records convergence so later refreshes remain asynchronous.
