ERROR_IPSEC_QM_POLICY_NOT_FOUND

ERROR_IPSEC_QM_POLICY_NOT_FOUND is returned when an update, association, copy, or delete operation cannot resolve the requested Quick Mode policy object. The object may still be visible in the combined active policy while being absent from the persistent local store or Group Policy object that the command is modifying.

Quick Mode policy contains the ESP or AH protection proposals used for protected data traffic. It is not reconstructed from an active SA, and a stale object name copied from monitoring output is not always a valid writable policy-store path. Enumerate the target store directly and preserve the object identifier returned by that enumeration before applying changes.

Distinguish a missing object from a missing active SA

Specify ActiveStore only for inspection; use the originating writable store for changes.
Enable policy-store tracing when a GPO supplies the effective object.
Check whether an installer or management service removed or renamed the set between enumeration and update.
Use SA-monitoring commands only to inspect negotiated connections, not to locate policy definitions.
