This result is a server/domain model limit, not a password, group-membership or disk-quota error. SAMR exposes a server object that can enumerate multiple hosted domain objects and then open one by SID. ERROR_DOMAIN_LIMIT_EXCEEDED means an operation attempted to exceed the number of domains the server supports in that model.

Inventory the domain objects already visible through the same account server and identify whether stale or partially created configuration is consuming the expected slot. Do not delete a domain simply because its name looks unused; domain SIDs and security references are more important than labels. For modern Active Directory deployment issues, also verify that the failing code path is genuinely using this SAM domain model rather than misreporting a higher-level provisioning failure.
