ERROR_IPSEC_IKE_GENERAL_PROCESSING_ERROR is a catch-all IKE processing failure. It does not identify the root cause by itself; the useful evidence is the immediately preceding IKE, IPsec, certificate, or policy event.
What to check
- Collect the event and trace data from both peers for the same negotiation attempt.
- Check whether a more specific IKE error occurred earlier in the sequence.
- Confirm that the IKE and AuthIP IPsec Keying Modules service is running and that the active rule targets the correct peer.
