This parser status is about the lexical form of a decimal character reference such as A. After &#, XML expects one or more decimal digits until the terminating semicolon; letters and hexadecimal prefixes do not belong to that form.

Parser boundary

XML defines decimal and hexadecimal character references separately. Decimal references use [0-9]+; hexadecimal references use &#x... and a different digit set, so mixing the two syntaxes produces a parser error.

What to inspect

Inspect the complete &#...; token at the trace location and remove non-decimal characters from a decimal reference.
If the intended value is hexadecimal, use the XML hexadecimal form with the x marker immediately after #.
Check code generators that format Unicode values because a formatting mode can emit hexadecimal digits while retaining a decimal XML prefix.

The SxS trace narrows the failure to the manifest and character-reference location; after fixing the digits, a separate invalid-Unicode error may still report a numeric value that XML cannot represent.
