Unexpected EOF is a parser-state result rather than a statement that the final byte itself is wrong. The file can end while an element, attribute value, comment, declaration, reference, or other construct is still incomplete.
Parser boundary
Many XML productions have explicit terminators, and the document production also requires a complete root element. Reaching physical EOF before the current production finishes leaves the parser without a legal completion path.
