ERROR_SXS_XML_E_INVALID_VERSION (0x000036F8) is a Windows Side-by-Side XML parser status for application, assembly, policy, or configuration manifest processing.

The failure is in the version pseudo-attribute of the XML declaration. A Side-by-Side manifest is an XML file, and the declaration must use a version syntax and value accepted by the parser rather than an application or assembly version number.

Parser boundary

XML 1.0 defines the declaration with VersionInfo and the literal version token 1.0. The manifest’s own assembly version attributes are separate data and can follow their respective SxS schema rules.

What to inspect

Use sxstrace to identify which manifest failed; editing dependent-assembly versions cannot fix an invalid XML declaration version.
