A journaling hook is already present
The classic WH_JOURNALRECORD and WH_JOURNALPLAYBACK hooks operate on system input journaling rather than ordinary per-window message observation. Their installation state is therefore more restrictive than many other hook chains.
On modern systems this area is also legacy: Microsoft documents journaling hook APIs as unsupported on Windows 11 and newer and recommends SendInput TextInput alternatives. A new application should not build conflict-recovery logic around repeatedly replacing journaling hooks.
What to check
- Find which component installed the existing journaling hook and establish a single owner.
- Do not retry installation in a tight loop.
- On Windows 11 or newer, redesign input recording/playback around supported input APIs.
- For legacy compatibility, uninstall the prior hook in a controlled shutdown path before installing a replacement.
This is an installation-state conflict, not a generic HHOOK validation failure.
