ERROR_INSTALL_POLICY_FAILURE
ERROR_INSTALL_POLICY_FAILURE means the device policy did not allow deployment of the application package. On older Windows deployment paths, this can indicate that sideloading or the required developer policy is not enabled.
Policy and certificate trust must be evaluated together. A valid package can still be blocked when the device is not configured to allow that deployment model.
What to check
- Confirm which deployment method is in use: Microsoft Store, App Installer, enterprise management, or direct PowerShell sideloading.
- Review organization policy with the device administrator instead of weakening policy globally for one package.
- Verify that the signing certificate is trusted by the device when sideloading is supported for the installed Windows version.
