ERROR_PACKAGES_IN_USE means that package deployment cannot modify one or more resources because they are currently in use. The user application, a background process, or a related service can hold the relevant resource.
What to check
- Identify running processes and services associated with the package before retrying the deployment.
- Close or stop only the processes required by the supported update procedure, then retry the operation.
- Review deployment events for the affected package and operation when the conflicting resource is not obvious.
Do not delete installed package files to force an update; resolve the active use and let Windows complete deployment.
