ERROR_NEEDS_REGISTRATION
Staging alone did not create a runnable user registration
ERROR_NEEDS_REGISTRATION distinguishes package content availability from application registration. A package can be staged on the system or provisioned for future users while the current user lacks the registration that creates application entries, package graph state, and activation metadata.
Query the package for the affected user, then use a supported registration operation against the correct manifest or package identity. Verify dependencies and framework packages are available. Copying an executable from the package location does not register the application and can fail because packaged activation, identity, and virtualized paths are missing.
What to inspect
- Check current-user registration separately from staging.
- Register the correct package version and dependencies.
- Confirm the manifest contains the expected application entry.
