ERROR_INSTALL_SERVICE_SAFEBOOT means Windows Installer cannot service the requested package while Windows is running in Safe Mode.

Exit Safe Mode and retry under a normal boot. Do not attempt to bypass the restriction by manually changing service configuration.

Verify the current boot mode and restart Windows normally before attempting the installation again.
If the failure is part of recovery work, determine whether a vendor-supported offline repair or System Restore path is appropriate.
After normal boot, capture a verbose installer log if the package still fails; the original Safe Mode result may not be the remaining cause.
