ERROR_REMOTE_PRINT_CONNECTIONS_BLOCKED
This is a server-side remote-printing policy result. Windows Print Services uses RPC-based protocols for client/server print operations, and the spooler registers protocol endpoints when acting as a print server. If policy blocks incoming spooler connections, local printers can still be usable while remote administration or printing fails.
Do not reduce the diagnosis to printer reachability. A successful ping to the printer or a working local test page does not prove that a client can establish the required print-server RPC path.
Check the print server boundary
- Identify the machine returning the error and inspect its effective printer policy, not only the client configuration.
- Verify whether the spooler is intended to accept client connections in this deployment.
- Capture the RPC transport configuration and firewall path used for remote printing; current Windows versions can use RPC over TCP and can be configured for named pipes.
- For Samba interoperability, confirm that the server's spoolss service and SMB/RPC printing path are configured before debugging individual printer drivers.
