ERROR_REMOTE_PRINT_CONNECTIONS_BLOCKED

This is a server-side remote-printing policy result. Windows Print Services uses RPC-based protocols for client/server print operations, and the spooler registers protocol endpoints when acting as a print server. If policy blocks incoming spooler connections, local printers can still be usable while remote administration or printing fails.

Do not reduce the diagnosis to printer reachability. A successful ping to the printer or a working local test page does not prove that a client can establish the required print-server RPC path.
