Separate a chunk boundary from truncated input

The DC prefix in the IPP status text identifies data-compression primitives. This warning means the available source buffer is shorter than the amount the current decode or encode step expected. In a streaming pipeline, that can be a normal request for more input; in a supposedly complete frame or archive, it can indicate truncation.

Padding the source to silence the warning is unsafe because compressed formats assign meaning to every bit. The caller should preserve unconsumed bytes and resume according to the primitive's streaming contract.
