ERROR_RESOURCE_NOT_ONLINE
The operation requires ClusterResourceOnline state
Cluster resources have explicit states and are controlled through online and offline operations. MS-CMRP exposes resource state separately from the existence of the resource object. A valid resource handle can therefore be opened while the resource is Offline, Failed, or in a pending transition.
Do not assume that issuing Start-ClusterResource immediately makes the resource available. Resource DLL Online processing can be asynchronous, dependencies must be satisfied first, and the resource may enter OnlinePending before reaching Online.
What to inspect
- Inspect State, OwnerGroup, and OwnerNode immediately before the failing operation.
- Check dependency state and cluster events if the resource remains OnlinePending or returns to Failed.
- Retry the original operation only after the resource has actually reached Online; repeated starts do not repair a resource DLL or dependency failure.
