The quorum resource itself could not come online
A quorum-related resource is cluster infrastructure, so an Online failure has wider significance than an application resource failure. For a disk witness, storage path and arbitration are relevant; for other witness models, network reachability, authentication, or service access can be the deciding dependency.
Start by identifying the current quorum mode and witness type. Do not apply disk troubleshooting to a file share or cloud witness, and do not repeatedly force cluster startup without understanding which voters remain available.
What to inspect
- Run Get-ClusterQuorum and identify the exact witness resource and quorum mode.
- Correlate cluster events with storage, SMB, or network events appropriate to the configured witness type.
- Preserve quorum safety during repair; changing witness configuration is preferable to unsupported manual manipulation of quorum resource state.
