Resource dependencies form an ordered graph with practical complexity limits
ERROR_DEPENDENCY_TREE_TOO_COMPLEX means the dependency expression for a clustered role is nested beyond what the cluster can process. Dependencies determine online order, offline order, and failure propagation; deeply chained resources and layered AND/OR expressions can become both unsupported and difficult to reason about during failover.
Generate a dependency report and flatten unnecessary intermediate resources. A dependency should represent a real runtime prerequisite, not merely a preferred grouping or startup delay. Remove cycles and duplicate paths, then verify that each remaining dependency has a nonempty possible-owner intersection. Independent ordering or placement requirements should use the mechanisms intended for those purposes rather than extra dummy resources.

- Count dependency depth and nested AND/OR expressions.
- Remove dependencies that do not represent operational prerequisites.
- Check for cycles, duplicate branches, and wrapper resources.
- Verify possible owners across every resource in the chain.
