ERROR_CTX_LICENSE_NOT_AVAILABLE
ERROR_CTX_LICENSE_NOT_AVAILABLE means the RD Session Host could not obtain an appropriate RDS CAL for the connection. It can be caused by an unavailable license server, missing CALs, a licensing-mode mismatch, or exhausted capacity.
What to check
- Check whether the RD Licensing role is installed and activated and whether sufficient matching CALs are available.
- Verify the Session Host has the correct license server and is configured for Per User or Per Device as appropriate.
- Remember that Windows Server administrative remote connections are different from a full RD Session Host deployment; do not use this code to justify bypassing RDS licensing.
