ERROR_CTX_SESSION_IN_USE

ERROR_CTX_SESSION_IN_USE means the account already has a session on the target computer and the current policy or session type does not permit the requested additional logon. It is not necessarily a licensing error.

List sessions for the account and inspect the Session Host policy governing multiple sessions or reconnection. Reconnect to the intended existing session or change policy deliberately instead of repeatedly creating a second session.
