Find the facility whose active state is a prerequisite for the call and verify how that state is established. Starting an unrelated service or changing file permissions will not satisfy a subsystem-specific activation requirement.

• Check the administrative service state before changing application parameters.
• Record the subsystem name because the numeric errno alone does not identify the inactive facility.
