The operation needs the forest-wide partial NC view of a Global Catalog
A Global Catalog server holds a full replica of its own domain NC and partial replicas of the remaining domain NCs in the forest. That forest-wide partial view supports operations that cannot be answered from one domain partition alone. A normal writable DC can be healthy and authoritative for its domain while still lacking the GC data required by the request.
This status is therefore about server capability and replica set, not generic network availability. Redirecting the same operation to another non-GC DC will not help. Conversely, enabling the GC role as a reflexive fix is inappropriate until the operation’s forest-wide data requirement and site design are understood.
What to inspect
- Identify the exact operation and the DC selected by the client, then verify whether that DC is configured as a GC.
- Use DC locator or explicit server selection to target a healthy GC when the API requires one.
- Check GC/replication health if the server is marked as a GC but the needed partial NC data is not current.
