The directory rejected a lower behavior level for the domain or forest

Functional levels are directory behavior contracts, not display labels. Lowering them can conflict with features or directory state introduced at a higher level. Windows supports rollback only for documented combinations and releases; a generic request to set an arbitrary earlier value is rejected with this status.

Identify whether the attempted change targets the domain or forest, record the current mode, and check Microsoft documentation for a supported rollback path from that exact level. Do not change msDS-Behavior-Version directly. If a lower-level DC must be introduced, first verify that the desired server version and rollback scenario are supported rather than assuming a metadata edit will restore older behavior.
