EUSERS

EUSERS means “Too many users”. In Linux it is a legacy errno value and should not automatically be equated with the current number of logged-in accounts. It can appear when a subsystem or compatibility layer enforces its own user, session, license, or remote-client limit.

Preserve the facility that returned it and the limit it enforces. The fix may be to close sessions, raise a subsystem-specific maximum, or correct stale registrations; adding Unix user accounts or changing file permissions is usually unrelated.
