Recursive resolution has no root-server bootstrap data

Root hints are names and addresses of DNS root servers used to begin iterative resolution when a server cannot answer from authoritative zones or cache and no applicable forwarder handles the query. MS-DNSP describes loading root hints during initialization from directory or file-backed persistent storage and Windows DNS documentation treats root hints as an alternative path to forwarding.

Check whether the server is intended to recurse directly or to use forwarders. On a server that should perform iterative Internet resolution, an empty or failed root-hint load is actionable. On a deliberately forward-only design, investigate the configured forwarding path instead of inventing root records inside a normal zone. Root hints must remain bootstrap data, not application DNS records.
