DNS_ERROR_BACKGROUND_LOADING
Zone initialization is still in progress
Windows DNS loads zones into in-memory state during service initialization. MS-DNSP describes loading file-backed data and, for directory-integrated zones, reading dnsZone and dnsNode objects from the directory partitions in which the server is enlisted. A management operation can be refused while this background load is still establishing zone state.
A brief occurrence after DNS Server startup can be transient. A long-lived condition deserves investigation of the specific zone load, directory connectivity, persistent zone files, and DNS Server events. Repeatedly restarting the service can keep a large or failing server in the same initialization window and hide the underlying zone that cannot finish loading.
What to inspect
- Correlate the failure with DNS Server service start or restart time.
- Check which zones are loaded, shutdown, or reporting initialization errors.
- For AD-integrated zones, verify local directory access and partition enlistment before retrying administrative changes.
