The conditional-forwarding namespace is already defined

Windows DNS distinguishes server-wide forwarders from conditional forwarding for specific domain names. A conditional forwarder associates a DNS suffix with upstream servers that should resolve names in that namespace. Creating another forwarding zone for the identical suffix would create competing configuration at the same forwarding boundary.

Enumerate the existing conditional forwarder and compare its master server addresses, replication scope, and timeout behavior with the requested configuration. If the upstream set needs to change, update the existing forwarder rather than creating a duplicate. Also check whether the name is already hosted as an authoritative zone, because forwarding and authority are different resolution roles.
