DNS_ERROR_DP_NOT_AVAILABLE

The DNS directory partition is temporarily unavailable

DNS application directory partitions are Active Directory naming contexts used as persistent storage for directory-integrated zones. DNS Server management operations poll directory state and use LDAP searches, adds, and deletes against these partitions. A partition can be known to the server yet unavailable because directory access, replica state, or recent lifecycle changes have not reached a usable state.

Check the local DC's view of the partition, AD DS service health, and replication of the relevant naming context. If the partition was just created, moved, or enlisted, allow the directory operation to converge before retrying DNS changes. Recreating the DNS zone or changing it to file-backed storage risks masking an Active Directory availability problem that affects the intended replication design.
