VDS_E_IMPORT_SET_INCOMPLETE
VDS_E_IMPORT_SET_INCOMPLETE This HRESULT is specific to dynamic-disk migration/import semantics. Microsoft documents the foreign-disk workflow as reenumerating moved disks, selecting an online target pack, and using the pack migration operation to import disks. MS-VDS product behavior explicitly returns VDS_E_IMPORT_SET_INCOMPLETE when disks passed for import do not all belong to the same foreign pack.
What the VDS state means
The error is therefore not a generic “some disks are missing from Windows” result. The important unit is the foreign dynamic disk group/pack. DiskPart follows the same group concept: its import command imports every disk in the same foreign disk group as the disk with focus. Selecting an arbitrary subset can violate the pack-level metadata relationship even when each physical disk is visible.
Diagnostic focus
- Enumerate all foreign disks and group them by the foreign pack/disk-group identity before building the import set.
- Use VDS reenumeration after physically moving disks so newly attached devices are discovered before import logic runs.
- Compare the requested disk IDs with the full foreign pack membership; do not infer completeness from drive letters or volume visibility.
- Preserve the original dynamic-disk group topology before forcing conversion or cleaning disks, because those operations can destroy the metadata needed for import.
