Separate notification failure from file action

- Check the job report to determine whether expiration or the custom action already occurred.
- Retry the notification path independently when possible instead of rerunning destructive file actions.
Notifications are associated with configured notification periods and actions. A blanket rerun can move or process files again while still failing to notify. Record the file action outcome and notification outcome separately, fix the channel configuration, and verify that template variables expand correctly under the service account.
