WU_E_USER_ACCESS_DISABLED means effective Group Policy prevents access to Windows Update. This is an intentional administrative restriction until the responsible policy is changed.
What to check
- Use Resultant Set of Policy to identify the policy that restricts access.
- Check both domain and local policy, and any device-management profile that can configure Windows Update settings.
- Do not attempt to bypass the restriction locally; have the policy owner change it if the access should be allowed.
