FWP_E_STILL_ON means an attempt to disable a WFP engine option did not fully take effect because another configuration setting still keeps that option enabled.
What to check
- Identify every provider, policy component, or dependent setting that references the option.
- Do not treat a single successful configuration write as proof that the effective engine state changed.
- Inspect the actual WFP state after each policy update and remove dependencies in the correct order.
