This status belongs to legacy Terminal Services modem/callback support. The service expected modem definition data but could not find the information file used to map modem names and command strings.

It is not a TCP RDP listener failure. If the deployment no longer uses modem or callback access, the status usually indicates stale configuration rather than a problem with normal Remote Desktop over TCP.

What to inspect

Confirm whether any RAS, dial-up, modem callback, or legacy terminal connection path is still enabled.
Check the modem name and INF files installed on the server.
Remove obsolete modem listener configuration instead of troubleshooting modern RDP transport.
