The requested suspension is deferred by the current system state. This differs from a generic access-denied result and from decryption: BitLocker is refusing to disable protection now, while leaving the configured protectors and encrypted data in place.

Plan a restart or maintenance window rather than repeatedly issuing protector commands. Record whether the volume is an OS volume, whether conversion is active, and what reboot count or maintenance workflow is intended; those details determine when suspension can safely take effect.

Do not delete key protectors to emulate a temporary suspension. The supported protector command distinguishes disabling protection from removing protection methods, and the latter can make recovery materially harder.
