ERROR_CTX_ENCRYPTION_LEVEL_REQUIRED means the target Session Host requires a stronger RDP encryption or security configuration than the client negotiated. It can follow a Group Policy change, an outdated client, or a TLS/certificate configuration mismatch.

What to check

Use a current Remote Desktop client and compare its settings with a client that connects successfully.
Review effective RDS security and encryption policies on the Session Host, including policies that override local listener settings.
