VDS_S_ISCSI_PERSISTENT_LOGIN_MAY_NOT_BE_REMOVED

This warning is about uncertainty in persistent-login cleanup, not proof that an active data session is still connected. VDS models login persistence separately from the current iSCSI session. When cleanup cannot be confirmed, the saved configuration can remain and cause a later automatic login even if the current target appears disconnected.

Why this state matters

That distinction is important during decommissioning or target migration. A successful logout only addresses current sessions, while persistent login state controls future connection attempts. Microsoft explicitly directs administrators to the iSCSI Initiator configuration when this VDS warning is returned.
