This HRESULT identifies the management boundary where VDS tried to obtain iSCSI IKE-related information. The public VDS error catalog does not expose a more specific IKE reason, so the status must not be expanded into a claim such as “the pre-shared key is wrong” or “tunnel negotiation failed.” The lower-layer initiator or provider diagnostics are needed for that conclusion.
Why this state matters
The public VDS IPsec surface is also a caution: several IVdsIscsiPortal and IVdsServiceIscsi IPsec methods are documented as not supported or reserved for future use. This is legacy storage-management code. Keep the exact caller, Windows version, provider, and operation when investigating rather than applying modern VPN/IKE troubleshooting generically.

- Identify the VDS method or management workflow that triggered the IKE-information read and capture the underlying provider/initiator-service events.
