VDS_E_VD_DISK_IS_EXPANDING

This HRESULT describes a current transition state, not a duplicate expand request. The VDS state machine places the object in VDS_VST_EXPANDING while an expand operation is running. During that interval, another operation that is incompatible with expansion is rejected until the asynchronous size change completes and the state returns to OPEN.

Why this state matters

IVdsOpenVDisk::Expand is asynchronous and returns IVdsAsync. The method increases a detached virtual disk to a requested size and requires metadata-operation access. A caller that fires the request and immediately starts attach, merge, or another metadata operation can observe this state even though the original expand is progressing normally.
